Thoughtful practitioners have long been calling for a more strategic component to the HR role. Until now this has meant taking a broader or longer term perspective on the key functions for which HR takes prime responsibility within organisations. These calls do not go far enough, neither do they utilise the major advantage that HR practitioners have over every other employee in the business.
That modern organisations need to navigate uncertain times and manage rapid change is indisputable. In the best companies in the twenty first century all employees are involved in helping chart strategic direction, and this paper argues that HR practitioners are ideally placed to facilitate the engagement, nurturing and monitoring of employee participation in decision making.
